Terms of Service

1. Introduction
Welcome to the Optima application (the “App”). These Terms of Service (the “Terms”) constitute a legally binding agreement between you and the Optima system management (“we”, “our”, the “Service”) regarding your use of the App.
By accessing or using the App, you agree to these Terms. If you do not agree, you must not use the App.
2. Description of the Service
Optima is a coordination tool for civilian volunteer community safety teams in Israeli settlements. Core capabilities include:
- Real-time operational map with team positions
- Coordination of security incidents and drills
- End-to-end encrypted chat for professional team communication
- Incident journal and action logging
- Community readiness levels
- Patrol and mission management
- User-initiated location broadcasting (Manual & SOS) — see Section 6
- Multi-domain operations (security, emergency response, community)
Optima is a private tool. It is not a government app and is not affiliated with emergency services (police, fire, MDA, Home Front Command). For real emergencies, dial 100 / 101 / 102.
3. Eligibility and Account Access
- The App is intended for users 18 years of age and older only.
- Access is invite-only. Each account is created by a settlement administrator. Users cannot self-register.
- You must provide accurate information and maintain the confidentiality of your login credentials.
- You are responsible for all activity under your account.
4. Acceptable Use
You agree to use the App only for its intended purpose. You agree NOT to:
- Use the App for any illegal, harmful, or unauthorized purpose
- Harass, threaten, or intimidate other users
- Post content that is obscene, defamatory, discriminatory, or incites violence
- Impersonate any person or entity
- Attempt to gain unauthorized access to the App or other accounts
- Reverse-engineer, decompile, or attempt to extract source code from the App
- Upload viruses, malware, or any harmful code
- Use automated tools to access or use the App
- Share your account credentials with others
- Use the App in any way that could damage, disable, or impair the service
5. User-Generated Content (UGC)
The App allows users to post chat messages, photos, and event reports. You retain ownership of your content but grant us a license to store and display it as needed to operate the service.
5.1 UGC Policy
The following content is strictly forbidden:
- Hate speech, discrimination, or harassment based on any protected class
- Sexually explicit or pornographic content
- Content involving minors in inappropriate contexts
- Threats, incitement to violence, or glorification of violence
- Content promoting illegal activities or dangerous goods
- Spam, advertising, or commercial solicitation
- Copyrighted material without proper authorization
- False or misleading information during emergencies
- Personal information of others without consent (doxxing)
5.2 Reporting and Blocking
Every user can report messages or block other users from within the App:
- In-app:long-press a message → “Report” → choose a reason (spam, harassment, sexual, hate, classified, other).

24-hour commitment: We commit to reviewing every report within 24 hours and taking action as needed — content removal, user blocking, or account termination based on violation severity.
5.3 Content Moderation
Chat messages are end-to-end encrypted using standard algorithms (AES-256-GCM, PBKDF2). Our servers cannot decrypt message content; therefore moderation is reactive and report-based only. All Optima users are invite-only and admin-provisioned, substantially lowering UGC abuse risk compared to public chat platforms.
We reserve the right to remove any content that violates these Terms or the law, without prior notice. Repeated violations may result in account termination.
6. Location Sharing — User-Initiated, Opt-In Sessions
The App does not collect or transmit location continuously. Location is shared only during explicit, user-initiated sessions, in one of two modes:
6.1 Manual Broadcast
- You start a Manual session by tapping the share-location icon in the app header and choosing a duration: 1 hour, 4 hours, 8 hours, or a custom value — capped at 8 hours maximum per session.
- A persistent OS notification is displayed throughout the entire session.
- You may stop the session at any time — from the in-app banner, an action on the OS notification, or the Settings screen.
- The session auto-stops when the chosen duration expires.
- Your location during a Manual session is visible only to dispatchers and commanders within your own settlement.
6.2 SOS Broadcast
- Activated by a 1.5-second long-press on the SOS button followed by a confirmation dialog, to prevent accidental activation.
- You stop the SOS broadcast via the “Stop SOS” button in the red banner shown at the top of the App while SOS is active.
- A persistent OS notification is displayed during the SOS session.
- Your location during an SOS session is visible to responders within your settlement and within chained settlements (Interconnectivity), per the organization’s configuration.
6.3 Privacy Invariant & Deletion
When no Manual or SOS session is active, the App transmits no location data — neither in the foreground nor in the background. Location pings are retained for up to 30 days, then automatically purged. You may request immediate deletion via Settings > Privacy in the App, the /api/location/me/erase endpoint, or by emailing [email protected]. Full detail is set out in the Privacy Policy.
7. Notifications
The App sends essential notifications for events, readiness updates, and new chat messages via Firebase Cloud Messaging (FCM). Your push token is stored on our server and linked to your account. You may control notification permissions via your device settings. Push is not used for marketing.
8. No Payments, Subscriptions, or Advertising
- The App does not contain any in-app purchases, subscriptions, or fees
- The App does not display advertisements
- We do not sell your personal data to third parties
9. Intellectual Property
All intellectual property rights in the App, including software, design, trademarks, and content (excluding user-generated content), are owned by Optima or its licensors. You are granted a limited, non-exclusive, non-transferable license to use the App for its intended purpose only.
10. Termination
You may delete your account at any time via Settings > Profile > Delete Account, or at https://optima-shield.app/delete-account/. We may suspend or terminate your account for violations of these Terms.
11. Disclaimer of Warranties
The App is provided “as is” without warranties of any kind. We do not guarantee uninterrupted or error-free operation. The App is not a substitute for official emergency services.
12. Limitation of Liability
To the maximum extent permitted by law, we shall not be liable for any indirect, incidental, special, or consequential damages arising from your use of the App.
13. Indemnification
You agree to indemnify and hold harmless Optima and its operators from any claims, damages, or expenses arising from your breach of these Terms or your misuse of the App.
14. Changes to These Terms
We may update these Terms from time to time. Material changes will be brought to your attention via in-app notification or email. Continued use of the App after an update constitutes consent to the updated Terms.
15. Governing Law and Jurisdiction
These Terms are governed by the laws of the State of Israel. Any disputes shall be resolved exclusively in the competent courts of Tel Aviv-Yafo, Israel.
